Belgium Cold Springs Fire Rescue Welcomes New Community Risk Reduction Specialist, Launches Free Smoke Alarm Program
The Belgium Cold Springs Fire District (BCSFD) is excited to announce that Norm Carroll has been appointed as the district’s first Community Risk Reduction Specialist. In this new role, Norm will coordinate fire safety education, prevention programs, and community outreach to help keep our residents safe. Here are some of the key ways Norm will be working with the community:

Emergency Preparedness: Creating programs to better prepare residents for emergencies and disasters.

Fire Prevention Education: Assisting with Fire safety education in local schools and other community venues to teach how to prevent fires and stay safe.

Business Safety: Assisting local businesses with planning and Emergency Preparedness to ensure employees know what to do in an emergency.

Community Engagement: Attending neighborhood events and activities to strengthen the connection between the fire department and the people we serve.
All of these efforts align with a Community Risk Reduction (CRR) approach – a proactive strategy that focuses on education and outreach to lower risks before emergencies happen. By having Norm in this specialist position, BCSFD can more intentionally focus on preventing incidents and protecting our community.
Free Smoke Alarm Installations through Red Cross “Sound The Alarm” Program
As part of our expanded safety outreach, BCSFD has teamed up with the American Red Cross for its “Sound the Alarm” campaign to provide free smoke alarm installations for local residents. Smoke alarms are proven lifesavers – they cut the risk of dying in a home fire by more than half, and roughly three out of five home fire deaths happen in homes with no smoke alarms or no working smoke alarms. Through the Sound the Alarm program, community members can have our firefighters visit and install new smoke detectors in their homes at no cost.
